Katsura Kotaro is a Joi terrorist and former ally of Gintoki Sakata and Shinsuke Takasugi. He is attacked by a ronin at a bridge one night, prompting his comrade Elizabeth to seek help from the Yorozuya. While Shinpachi and Kagura search for him, Katsura is later discovered to have been hiding aboard a Kiheitai ship disguised as another Elizabeth. During the chaos between his faction and the Kiheitai, Katsura blows up the factory aboard the ship, destroying all remaining Benizakura save for the one held by Nizo Okada. He then confronts Takasugi with Kagura and Shinpachi aiding him. After the battle, Katsura reunites with Gintoki's group and escapes the ship, declaring Takasugi an enemy and vowing to show no mercy in their next encounter.

In Their Own Story

One night at a bridge, the Joi terrorist Kotaro Katsura is attacked by a ronin. His comrade, Elizabeth, goes to the freelancer trio Yorozuya requesting their help in finding Katsura. While Shinpachi Shimura and Kagura go to search for Katsura, Gintoki Sakata receives a separate request. Shinpachi and Elizabeth are ambushed by the assassin Nizo Okada, who claims to have killed Katsura, showing them the hair he cut off. Later, Kagura, with the help of her pet Sadaharu, finds hints of Katsura's whereabouts in a ship owned by the Kiheitai. After the Kiheitai subdues Kagura, it is revealed that Nizo is one of them. Shinpachi and Elizabeth discover Kagura's location through Sadaharu, with Shinpachi infiltrating the ship to save Kagura while Elizabeth leads Katsura's faction to attack the Kiheitai. While under attack, Takasugi slashes at Elizabeth only to be attacked by Katsura who has been hiding in the ship disguised as another Elizabeth. In the middle of the chaos between the two factions, Katsura blows up the factory and destroys all the remaining Benizakura, save for the one Nizo holds. Katsura wishes to confront Takasugi once again with Kagura and Shinpachi aiding him. After the battle, Gintoki's group reunites with Katsura's and escape from the ship before declaring Takasugi as an enemy, that the next time they meet they will show no mercy regardless of their past.
